Resolutely curb the development of "Two High" projects
We printed and distributed the Implementation Plan for Chengdu to resolutely curb the blind development of "two high" projects, the Implementation Plan for Special Screening of High Energy Consumption, High Emission and Low Level Projects in Chengdu and other documents, established a joint mechanism of municipal departments to carry out special screening of key industries, strictly implemented the energy conservation review of fixed assets investment projects, and strictly prohibited new "two high" projects in violation of regulations. Since the 14th Five Year Plan, the energy consumption of the six high energy consuming industries in the city's above designated industries has decreased by 0.9 percentage points compared to the same period last year.
Accelerate the elimination of outdated production capacity in accordance with the law and regulations
Strengthening the linkage between departments such as environmental protection, safety, and quality, and strengthening policy and financial support, we have completely eliminated small cement, small thermal power, and small lime kilns throughout the city. We have also withdrawn from coal production, fireworks and firecrackers, printing and dyeing industries, long-term steelmaking, and brick and tile rotary kilns. Intensify energy-saving diagnosis efforts, conduct industrial energy-saving diagnosis on 121 key industry enterprises, analyze the energy-saving potential of enterprises, identify more than 700 problems in energy use, and propose improvement measures and suggestions from production processes, technical equipment, system optimization, operation management, and more than 900 suggestions. We will implement special actions to improve the energy efficiency of enterprises in traditional industries, organize enterprises in steel, cement, flat glass, petrochemical and other industries to benchmark the international and domestic advanced level of energy efficiency, implement energy-saving and low-carbon transformation of key energy consuming equipment and production lines, and improve the green and low-carbon level. At present, 100% of the steel industry in the city adopts the national encouraged electric furnace short process steelmaking process, and all three steel enterprises' unit product energy consumption has reached the national benchmark level. Completed the construction of an online energy consumption monitoring system for 86 key energy consuming enterprises, gradually achieving real-time monitoring and management of energy consumption. Cooperate to complete special energy-saving supervision for 131 key energy consuming enterprises such as cement, petrochemical, flat glass, and data centers. Guide 20 enterprises to obtain national energy management system certification. Strengthen energy conservation in areas such as construction, transportation, and public institutions
Since the "14th Five Year Plan", we have made overall efforts to save energy in the fields of buildings, transportation, public institutions, etc., promulgated the Regulations of Chengdu on the Promotion of Green Buildings, established and improved the whole chain management mechanism of green buildings, developed Prefabricated building, and completed 1.04 million square meters of energy-saving reconstruction of existing public buildings.
